Description:

Call for Proposals: “Promoting Youth Engagement”

Organizational Background

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With 166 member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Project Background

IOM Libya’s Together We Rebuild community stabilization program aims to support the communities of Sabha and Qatroun in southern Libya, and to encourage collaboration between groups, including varied social groups, to promote community engagement and strengthen social cohesion. It does so through building local capacities and promoting peace initiatives through trainings, social and cultural activities and support of inter and intra community dialogue.

Request for Proposals

In 2017, IOM issued a request for proposal for youth engagement and social dialogue in both Sabha and Qatroun. 3 organizations were selected, and 3 activities were successfully carried on under this call. The positive feedback received from participants, as well as the number of CSOs who submitted proposals, encouraged us to issue the request for proposal again in 2018 and to give chance for more CSOs/NGOs to participate and to receive support for their activities.

Through this Request for Proposals (RFP), IOM seeks applications from training Institutions and non-governmental organizations (NGOs) of different types of mandate and activities (Trainings, counselling, social, cultural and recreational activities, peace building, sports, etc) for the benefit of a group of male and female youth in Southern Libya including Qatroun and Sabha (jointly or separately). IOM supports activities and initiatives that focus on promoting Youth engagement in an effort to enhance social cohesion and peace dialogue among the community, and marginalized youth from host community as well as IDPs and migrants.

IOM will accept project proposals that address the overall program priority of promoting youth engagement, with the following specific objectives:

    • Create a space for peaceful dialogue and trust-building among youth of various social backgrounds.

    • Building youth capacity to promote common values of peaceful coexistence among local youth groups and others seeking shelter and safety among them, through join activities and projects.

    • Strengthening youth engagement in the public sphere and active civic participation.

    •

These activities should aim to build the capacity of youth from both genders.

The organization should target South Libya including Qatroun and Sabha municipalities.
