Who are we?    
Danish refugee council has been operating in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. These include refugees, asylum seekers and economic migrants in Tripoli area and in the south west of the country, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and a field office in Sabha. Sabha is located 800 km south of Tripoli and is a central transit point for migrants and is home to large numbers of minority groups and stateless populations.  
About the job 
The Legal Officer will contribute to the effective implementation of a project aiming at protecting and promoting the safety, rights and agency of Libyan IDPs and vulnerable local non-displaced populations. As a qualified lawyer, the Legal Officer will provide a legal perspective to DRC's humanitarian programme by supporting the assessment of legal needs, and development of legal outreach activities, and by facilitating access to civil documentation to IDPs and other populations of concern. 
Your main duties and responsibilities will be: 
•  Advise DRC's humanitarian programme on the Libyan regulatory process to register for civil documentation and develop a simple briefing note on the process in your geographic location to facilitate access for IDPs and returnees for civil documentation.   
• Design awareness creation materials that will help in the promotion of knowledge and awareness of IDP and Returnees’ legal rights; including registration procedures, birth documentation and access to justice. 
• Design data collection tools capturing (e.g. focus group discussion guides) for DRC's programme team to use to gather information on IDP and returnee legal needs. 
• Train the protection team on the national and international legal protection structures. 
• Formulate a legal outreach strategy (on the topic of legal assistance) which will be implemented in Tripoli and Zawiya/Nefusa regions by the protection team. 
As it is a short-term contract the deliverables are: 
• A handbook/brief on the legal/administrative process to register for civil documentation in a specified geographic location. 
• Outreach materials pertaining to that process. 
• Data collection tools (e.g. FGDs or other) for legal need assessment 
• Legal outreach strategy/action plan . 
About you 
• A degree in law is required, with professional experience of at least 1 year practicing law in Libya 
• Strong technical familiarity with the law and legal processes of Libya; additional experience with the international protection regime, international human rights law and humanitarian law is preferred 
• Working familiarity with the registration, civil documentation and civil court process in your region 
• Previous working experience with local or international NGOs will be considered as a strong advantage 
• Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principles 
• Flexible, creative thinker who is able to multi-task to produce deliverables within the requested timeline  
• Ability to identify priority activities and assignments, and adjust priorities as required 
• Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment 
 Moreover, we also expect the following: 
• Law degree  
• Relevant training and experience with refugee and humanitarian law 
• Excellent verbal and written English and Arabic skills 
• Professional ethics 
• Basic computer skills (Office suite)
