Multi Locations: Tripoli / Khums / Zwarra / Al Zawia - Libya
Duration: Three month deployment with a possibility to extend to six months
Start Date: as soon as possible
Working Hours: 08:00 am to 04:30 pm , Sunday to Thursday
Work Place: Nofleen-Tripoli
Salary: depending on experience
Closing date: 27th of June 2018

About Kafaa Development Foundation is non government organization and was founded in 2011. Kafaa is committed to working in area of relief and developments in Libya. Kafaa Development foundation has started its effective engagement and contribution to community in different sectors and disciplines addressing and responding to the needs as consequence of past and current humanitarian crises in Libya. Kafaa provides support in Protection ,WASH, Child Support, Youth Empowerment, Education and Health Development, Peace building, and NGO Development.

Main Duties & Responsibilities
1.Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management
2.Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men , children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS
3.Undertake Protection monitoring activities; Conduct interviews and missions to the field. Monitor, analyze and provide reports on the protection conditions for returnees/refugees/IDPs and other persons of concerns
4.Identify protection gaps and interventions; Review reports from the field. Guide advice and implement the appropriate our partners projects to respond to protection concerns of asylum seekers/ refugees/returnees/IDPs
5.Organize/actively participate in the Regional and State Protection Working Group and other relevant meetings; Draft minutes, convene meetings and support the inter-agency ‘collaborative response’ in coordination with other NGOs
6.Organize/facilitate relevant protection training activities: Organise workshops for government officials, local/Community and leaders and partners in order to build their capacity and encourage affective protection networks

7.Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern
8.Support a consultative process with government counterparts at local levels partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches
9.Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGDcompliant strategy which covers all assessed and prioritized protection needs of
the affected populations
10.Advocate with the government and other actors to take appropriate measure to remedy violations and address the protection concerns facing the returnees and refugees. Liaise with relevant line ministries and commissions in order to foster partnerships and encourage national interest and ownership in protection of refugees, returnees and other persons of concern

11.Provide support, guidance and assistance to protection and field staff in all the field offices on protection priorities, issues and concerns

12.Perform other duties as may be required


Required background , skills & experience

1.University Degree in law, humanitarian affairs, social science, human rights, development studies or other relevant field or equivalent education and experience in a related area

3.At least 3 years of progressively responsible professional experience in human rights, social
work, crisis/emergency relief or other related area with a minimum of 1 year experience in emergency response or humanitarian relief context

4.Good command of English. Knowledge of another UN or regional language as French is desirable

5.Strong cross-cultural communication and resilience skills are very important

6.Experience in supervising and mentoring other staff

7.Able to work in harsh, unstable and difficult conditions, independently and in a team

Able to establish and maintain effective working relations with people of different cultural backgrounds
