Libya Transition Initiative (LTI) 3(Monitoring and Evaluation Specialist)



The Libya Transition Initiative (LTI) 3 aims to support credible, responsive, and participatory governance at local and national levels. LTI3 supports Libyan efforts to strengthen the foundations for a sustainable peace in Libya by engaging with national ministries, municipal councils, sub-municipal councils, civil society organizations, youth, media outlets, and other Libyan partners to increase civic engagement and strengthen political processes. LTI 3 works to implement quick-impact projects with tangible benefits that strengthen bonds, build trust, and foster linkages between national and local government entities, and their communities. Finally, LTI 3 strengthens transitional processes in Libya by providing support to institutional processes, providing assistance to a broad range of groups and individuals to participate, and supporting community-level conflict management initiatives. 



The Monitoring and Evaluation Specialist plays a critical role in information capture and reporting on a wide range of LTI 3 activities. Working under the broad supervision of the USAID/OTI country representative and LTI3 Chief of Party (COP), the Monitoring and Evaluation Specialist will need to exert an important degree of independent judgment and initiative and be expected to collaborate and coordinate with all members of the team. S/he will play a key role in the information capturing and reporting of program activities.



The Monitoring and Evaluation Specialist reports to the Monitoring, Evaluation and Learning Director.



Misrata, Libya.



  • Manage the program’s M&E efforts to ensure that M&E is fully integrated into the project’s activity development cycle, including design of activity M&E plans, leading the collection and analysis of M&E data, and reporting M&E results.
  • Work closely with PDOs to ensure that M&E plans are executed in a timely and on regular basis.
  • Collect, analyze, and systematize feedback on individual activities or clusters of activities.
  • Ensure that consistent monitoring and relevant reporting are taking place in appropriate sections of the database at each stage of project development, implementation, and closeout.
  • Assist project staff in drafting monthly impact and result summaries for active grants.
  • Assist program staff, and grantees if necessary, with report preparation to ensure that reports capture results and impact, not only volume of activity.
  • Schedule and organize the logistics of field data collection.
  • Work with relevant staff to develop data collection plans and questionnaires to evaluate achievement of activity objectives.
  • Assist in identifying activities or clusters that require external evaluation.
  • Compile M&E data, conduct analysis, draw conclusions on activity impact, and make recommendations to improve program performance.
  • Assist the PDO in the submission of the final evaluation report (FERs) for activities.
  • Attend and contribute to weekly concept review meetings.
  • Actively participate in activity design meetings to understand how the designs are aligned with strategic objectives and to identify what activities may require a deeper dive evaluation and analysis, or what activities could benefit from additional advance research.
  • Contribute to communications products, from weekly reports, to snapshots, to targeted presentations and reports.
  • Undertake other duties as assigned by supervisor.




  • A Bachelor's degree or advanced degree in a relevant field.
  • At least two years of demonstrated experience in the analysis and reporting on program impact and implementation is highly desirable. Experience with donor-funded organizations is preferable.
  • A good working knowledge of Microsoft Office (Word, Excel, PowerPoint, and Access) is required.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, the general public, and partner institutions including international and local NGOs, governmental entities, and support organizations.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and exercise good, professional judgment that communicates the established message of the program.
  • Good analytical ability and knowledge of project objectives to develop appropriate monitoring and evaluation plans, identify clusters, and analyze monitoring and evaluation data.
  • Employee will be required to travel, sometimes extensively, within Libya.
  • Fluency in both Arabic and English is required.
