Who are we?  
Danish refugee council has been operating in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. These include refugees, asylum seekers and economic migrants in Tripoli area and in the south west of the country, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and a field office in Sabha. Sabha is located 800 km south of Tripoli and is a central transit point for migrants and is home to large numbers of minority groups and stateless populations.
About the job
The Protection Monitor to contribute to the effective implementation of a project aiming at protecting and promoting the safety, rights and agency of Libyan IDPs and vulnerable local non-displaced populations. To this end, the Protection Monitor will interact directly with the target communities to identify their needs, conduct assessments as well as referrals.
Other activities, as planned by the Protection Manager, will include contributing to reporting, facilitating focus group discussions, referral follow-up and liaison with beneficiaries and local communities.
Your main duties and responsibilities will be:
  • Uphold the professional standards related to protection and humanitarian assistance, in particular with regards to the selection of individuals for cash programming. 
  • Conduct protection monitoring visits in urban communities and IDP settlements to assess the protection needs. To this end, use established assessment tools and methods such as Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) 
  • Identify the specific needs of individual beneficiaries using established vulnerability criteria and provide an adequate response by directly delivering material aid and/or protection services as relevant 
  • Facilitate the free and safe access to services of target beneficiaries by referring them to a wide-range of service providers and support actors as appropriate. To this end, use established referral pathways and ensure quality in the processes of case management and referral follow-up. 
  • Extract cases identified as in need of referral within DRC's protection monitoring database, and share with relevant actors for referral follow-up, always maintaining beneficiary privacy and in adherence with data protection standards. 
  • Disseminate to the beneficiaries information related to their rights, the protection risks they face and the services and resources available to them. 
  • Identify, support and coordinate with community mobilizers in order to maximize community outreach for protection monitoring and information dissemination.
  • Produce quality data-collection and record related to all protection monitoring activities, including individual case management, by using dedicated forms and tools such as the protection database 
  • Contribute to the production of quality and timely reports on program activities 
  • Contribute to analyze and report protection trends and patterns related to internally displaced persons and host communities  
  • Analyze communal dynamics and social developments that may impact the effective implementation of the project.
  • Develop and strengthen relationships with beneficiaries, local communities, local authorities, operational partners etc. in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders.
  • Contribute to the effective implementation of all operations support activates, including related to administration, finances and logistics, so as to ensure smooth project implementation. In all matters, comply with internal directive and policies as communicated by the Humanitarian Program Manager and/or the relevant support departments.
  • Conduct other tasks as requested by the the line manager for the effective implementation of DRC’s project, including translation, support to capacity-building activities and other duties.
About you 
To be successful in this role we expect you to have 1-2 years of professional experience in the field of social work, humanitarian assistance, human rights, community development or any other relevant field.
Moreover, we also expect the following:
  • Motivated to build relationships with communities in order to provide assistance.  
  • Willingness to participate in regular work-related activities in urban areas (outside the office). 
  • Previous experience working with Civil Society Organizations (CSOs), NGOs and local communities.  
  • High-level of computer literacy. 
  • University Degree in the field of social sciences, psychology, political sciences, development  or any other related field 
  • Fluency in written and spoken English and Arabic.

We offer 
Type of Contract: national contract.
Contract length: 6 Months (possibility of extensions based on performance). 
Designation of Duty Station: Tripoli, Libya.
Start date: March 25th , 2018
