Title: Joiner M&E Officers

Location: Tripoli, Misratah, Benghazi and Sebha Reporting to: M&E Manager



The primary function of the Junior Monitoring and Evaluation (M&E) Officer is to assist the Monitoring and Evaluation Manager in providing supervision for daily monitoring of data to ensure donor requirements are met and International Medical Corps standards upheld. The Junior M&E Officer will also supervise the implementation of any assessments and surveys in the area of intervention. The Junior M&E Officer will collaborate with Program Managers to ensure that grant procedures, performance monitoring and results reporting are effectively implemented. Supported by the M&E Manager and an M&E Officer based in Tripoli, s/he will have responsibility for implementing research efforts, documenting project impacts, and collaborating with field-based M&E staff.





Data Entry

  • Ensure entry of data from hard copies of patient records, community health worker reports, and any other relevant paper-based records into electronic
  • Identify errors or missing data and swiftly and efficiently address
  • Compare electronic data with paper-based versions to ensure accurate
  • Save the data on a daily basis and, for data that is not entered on an online platform, transfer via email to M&E Manager on a weekly basis for Be prepared to answer any questions to clarify issues regarding the data entered.
  • File all documentation entered in the office by category (date and location). Supervise transfer of hard copies to Tripoli office when required. The Junior M&E Officer will be responsible for ensuring that hard copies have safely arrived at their destination by liaising with intermediaries and the recipient during the transfer


Data Flow Supervision and Facilitation of Evidence-Based Decision-Making

  • Ensure that the program gathers, maintains and reports upon quality and verifiable data using valid and appropriate qualitative and quantitative
  • Address shortfalls in monitoring, evaluation and information management that affect program


Grant/Reports-Related Tasks

  • Draft internal reports and forward data to staff responsible for writing donor
  • Coordinate with a variety of teams, Finance, and Program Managers to ensure that reports are timely, of high quality, and responsive to



Accountability to Beneficiaries

International Medical Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.



  • Support program staff implement program improvements and monitor
  • Provide M&E Manager with feedback and suggestions to improve M&E
  • Operational responsibilities such as raising PRs, planning field visits or participating in program
  • Carry out other tasks as identified by the head of the



  • Postgraduate degree in development studies, research methods, statistics, social sciences, measurement and evaluation, project planning and management or other relevant field preferred.
  • 2 years of active M&E work experience in emergency programming required; ideal candidate will have both theoretical and practical background in M&E and skilled in qualitative and quantitative M&E methodologies and
  • Knowledge of and experience in program implementation and
  • Familiarity and experience with sectors including health, particularly primary health care and reproductive
  • Excellent verbal and written communication skills required, with demonstrated experience in writing
  • Excellent computer skills, including experience with: Excel,
  • Demonstrated understanding of intermediate statistics and the ability to summarize, generalize, and make predictions from large data
  • Fluency in Arabic Fluency in English is preferred.
