Position Title : Project Officer (Shelter and Non-Food Items)

Duty Station : IOM Libya in Tunis, Tunisia

Classification : Professional Staff, Grade P2

Type of Appointment : Fixed term, One year with possibility of extension

Estimated Start Date : As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 
   

 

 

Context:

Under the overall supervision of the Chief of Mission (CoM) in Libya, the direct supervision of the Senior Programme Coordinator, and in close coordination with the relevant Programme Managers/Coordinators, the successful candidate will be responsible and accountable for the coordination and implementation of IOM programmes related to Shelter and Non- food items (NFI) in Libya.

 

 

Core Functions / Responsibilities:

  1. Coordinate overall shelter and NFI projects, monitoring consistency with IOM Libya’s strategic objectives and

 

  1. Maintain contact and share information with the shelter sector and government and humanitarian stakeholders relevant to the implementation of shelter

 

  1. Monitor the day-to-day implementation of project activities including compliance with the work plan, project documents, and IOM rules, regulations, policies and guidelines. Identify and document significant project events, decisions, problems or

 

  1. In close coordination with the Finance and Procurement Unit, monitor and draft project and budget revisions, reallocations and

 

  1. Provide information and input on emergency response actions and assist in developing transition from emergency response to longer-term shelter recovery programming in close consultation with Senior Programme Coordinator and relevant focal agencies and government representatives for early

 

  1. Work in close collaboration with the Project Development Unit (PD) and provide the necessary timely information for the development of donor reports and the drafting of project proposals. Assist in planning and organizing donor visits to implementation sites, follow up on administrative and logistical arrangements, and maintain contact with

 

  1. In close coordination with the Project Development Unit (PD), assist in the preparation of fact sheets, press releases and other visibility materials that highlight project successes for wider internal and external

 

  1. In close consultation with the Senior Programme Coordinator and coordination with the Project Managers implement sound monitoring and evaluation mechanisms in all areas of planning and intervention during shelter and NFI

 

  1. Contribute to the integration of priority cross-cutting issues in shelter and NFI needs assessment, response, planning and monitoring (e.g. age, diversity, environment, gender, HIV/AIDS and human rights).

 

  1. Coordinate timely and effective distribution of assistance through evidence-based selection criteria and the relevant sector coordination mechanism that operates at the federal and the state level, while taking into account participatory community based

 

  1. Supervise and provide technical and administrative support to field-based project staff in planning, implementing, monitoring and documenting activities (such as tracking delivery challenges, lessons learnt and best practices), and make recommendations for further capacity development.

 

  1. Undertake regular field visits to monitor project activities and to provide information and support with respect to project management and internal

 

  1. Perform such other duties as maybe

 

 

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, Disaster Management, International Relations, Conflict Management, Human Rights, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional

Experience

  • Operational field experience is required;
  • Emergency experience preferred;
  • Experience in project implementation and management, monitoring and reporting;
  • Knowledge of the region is an

Languages

Fluency in English is required.

Note

 

This position is based in Tunis, Tunisia with possible relocation to Libya if and when the situation is conducive.

Internationally recruited professional staff are required to be mobile.
