Job description

Overview of CTG Global CTG support and manage humanitarian projects in fragile and conflict-affected countries around the world. Overview of position Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Role objectives Under the overall guidance of the Chief of Mission (CoM) and the Senior Programme Coordinator, and under the direct supervision of the Community Stabilization (CS) Project Manager, the successful candidate will be accountable and responsible for the direct project implementation of all projects and initiatives related to peace consolidation, community stabilization, reintegration of IDPs and returnees, capacity building and overall economic development in Libya, as well as contributing to project development to further extend the Community Stabilization portfolio.
Expected output Plan, develop and supervise the implementation of relevant projects and initiatives. Ensure that project goals are achieved and services are delivered to beneficiaries. 
Supervise project administration and financial aspects including the maintenance of appropriate internal controls, the development and implementation of relevant control systems and the oversight of financial expenditure and accountability. 
Monitor the implementation of the CS program including the supervision of contractors, grantees and implementing partners. 
Develop project implementation modalities through close collaboration with external project stakeholders such as local govt. counterparts, community representatives, partner agencies, implementing partners, donors and civil society. 
Provide technical guidance and oversight of compliance to project partners, technical advisers, program staff and implementing entities. I identify operational challenges and viable solutions considering the remote implementation of the project and the volatile security situation in Libya. 
Provide overall guidance and supervision to project staff and consultants in Libya and in the field to ensure that all goals are achieved and services are delivered. 
Establish and implement a monitoring and evaluation system for program activities, report on field activities and prepare documentation for donor reporting and visibility tools. 
Warrant strict implementation of "Do no Harm" principles throughout the projects and initiate adjustments whenever necessary. 
Produce regular internal and external reports, with adherence to project proposals, signed agreements and institutional reporting requirements of IOM and the donors, to provide an objective overview of program implementation, and staffing and financial issues. 
Identify new program and project possibilities in relation to expressed governmental needs and donors’ priorities in close coordination with the Project Development Officer. Contribute to resource mobilization efforts, identify potential new project opportunities and contribute to the development of CS strategy and programming in Libya, as well as the preparation of project proposals. 
Represent the CS program and collaborate closely with international humanitarian community, existing and potential donors and local government counterparts to ensure that goals of the projects are achieved and ensure timely and adequate delivery to the beneficiary communities. 
Coordinate field staff visits inside Libya. 
Ensure direct monitoring of the project activities. 
Conduct regular field visits to the project sites. 
Perform such other duties as may be assigned.
Project reporting This role reports to the Community Stabilization Project Manager.
Key competencies Education: 
Master’s Degree in Political Sciences, International Relations, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience, or 
University degree in the above fields with seven years of relevant professional experience. 

Experience in program coordination and managerial responsibilities specifically in the humanitarian field relating to migration, returnees, refugees, IDP issues, showing increasing levels of responsibilities. 
Experience in field-work in a challenging environment and community based stabilization and reintegration processes necessary. 
Experience in Libya or other high risk environments required. 
Willingness to travel to very remote and isolated field locations and work in a diverse multi-cultural environment. 

Fluency in English is required. Working knowledge of Arabic is an advantage.

Team management
This role does not have team management experience.
