Outraged by the injustice faced by people with disabilities and vulnerable populations, we aspire to a world of solidarity and inclusion, enriched by our differences, where everyone can live in dignity.

Handicap International is an independent and impartial aid and development organization working in situations of poverty and exclusion, conflict and disaster. We work alongside disabled and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

For further information about the association:

Present in more than 55 countries, Handicap International is composed of 2 operational divisions:
• The Direction of Humanitarian Action
• The Direction of Development Action

Conflict and political instability across Libya resulted in a vacuum of effective governance and a collapse of the political-institutional system, affecting security, rule of law and social and economic wellbeing of the population. Unsafe living conditions and damaged infrastructure has disrupted access to public utilities and services. Libya has been in a state of turmoil since the overthrow of longtime leader Muammar Gadhafi in 2011. Conditions deteriorated significantly after a power struggle between rival political factions escalated in the summer of 2014. Civil, security, and social services have since collapsed in many parts of the country, as the power struggle between rival political forces increasingly cripples the ability of state institutions to respond to public needs. Moreover, Libya is experiencing an economic crisis, characterized by a drop in GDP, the drastic depreciation of the Libyan dinar, a severe liquidity shortage and rapid inflation.
As a result, the collapse of the health services has reduced considerably the assistance towards the most vulnerable, in particular persons with disabilities.

HI is managing a humanitarian program from Tripoli hub along 1 main pillar:
Provision of comprehensive psychosocial support /physical therapy services for persons with disabilities/injuries either directly through HI Outreach teams, or through health partners (hospitals, rehabilitation centres, care houses, psychosocial support centers, local NGOs) with capacity building, technical support and donations of assistive devices and/or materials and equipment;

The current activities are taking place in Tripoli, Beni Waleed, Mislata and Tahourna in western Libya.

Handicap international is also in the process of expanding the scope of its humanitarian activities along 2 other pillars:

2. Support to Libyan Mine Action Centre (LibMAC) and other key line ministries in developing the victim assistance strategy and action plan (data collection and record of victims/survivors, training to LibMAC staff and sectoral working groups both at Tripoli and Tunis levels)

3. Provision of Risk Education to the community about the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and marking of hazardous areas;

The upcoming intervention will be based on a combination of remote and direct management of the national team, and direct implementation programs. At this stage, should the security in Libya allow, the Liaison and Security Manager position requires 50% of presence in Tripoli and 50% in Tunis.
