Context Project Description

The Support to Transitional Justice and Reconciliation at the Local and National Levels in Libya is a 2-year project that aims to facilitate dialogue between different parties in localized disputes and to work with the parties to identify a way to develop capacities for conflict resolution, establish transitional processes to deal with past violations and develop plans to enhance community security. The project will support key actors at the local and national levels to a) continue dialogue processes on transitional justice and return of IDPs; b) develop strategies and plans to support transitional justice measures; c) support inclusive community safety and security planning. The project will begin with the Misrata and Tawergha dialogue and will aim to replicate the approach in other communities through the course of 2016-2017. 

The Libyan state has primary responsibility in implementing a robust transitional justice process that includes reparation for victims. However, the international community should now contribute to the process by encouraging the parties to agree on symbolic processes for settling these disputes. In the Misrata/Tawergha context both communities have acknowledged the importance of collective and symbolic reparation as a way of moving forward in resolving their conflict. They have also identified the establishment of psychosocial support centres for both communities in the spirit of a symbolic reparation project as an essential element of on-going dialogue process between the two communities and in resolving their disputes. 

Scope of work

The project requires now the services of a psychosocial support expert who specializes on psychosocial support centers to map the needs of the Tawergha community and to develop the proposal for the establishment of psychosocial support center for the respective community based on the needs of the stakeholders as well as international best practice.

Working closely with the Joint Committee, the Psychosocial Support Expert will undertake the following tasks :
  1. Map lessons learnt
    • Map previous initiatives and projects undertaken in Libya with focus on Tripolis for providing psychosocial support to victims of conflict of the respective communities, including the centers previously set up in Tripoli and / or other places upon request in Libya;
    • Map available expertise and identify experts trained in psychosocial support during previous similar projects;
  2. Map needs in for the Tawergha community
    • Map requirements for the new respective family care center / or alternative solution including the number of potential beneficiaries;
    • Identify priority activities that the respective family care center needs to provide;
    • Identify gaps and training needs for the respective community;
    • Map needs for the respective communitiy (Tawergha) such as training and capacity builidng including security implications;
  3. Draft the detailed proposal for the respective family care center/ or alternative for the Tawergha Community, including:
    • Outline also the nature of expertise required for setting up and running the project;
    • Outline of the role, functions and beneficiaries of the respective psychosocial center;
    • A detailed budget required for setting up and running the center;
    • Outline of a strategy for international and municipality support for the center and options for an exit strategy for international support to the center.

Institutional Arrangement 

The Psychosocial Support Expert will report to the project manager of the ‘Support to Transitional Justice and Reconciliation at the Local and National Levels in Libya’ project and will remain in regular contact with the focal points identified at UNSMIL and UNDP.

Deliverables and Payment:

- lessons learnt from previous processes;
- outline of the needs for the community; 
- final project proposal for the establishment of family care centre and/or similar solution for the provision of psychosocial support

Payment will be made upon submission and approval of report and time sheet as per ToR and scope of work

Expert Profile

1 INTERNATIONAL Psychosocial Support Expert

  • Master degree preferably in psychology, psychosocial support or a related field with 5-10  years of experience or Bachelor degree with 7-12 years of experience   related to psychosocial support.
  • Experience in setting up similar psychosocial support centres desirable;
  • Work experience in the North Africa and Middle East region, preferably with post conflict and fragile states desirable;
  • Excellent drafting skills and verbal communications skills;
  • Fluency in English is a must, Arabic  desirable but no condition.
