Position: Outreach Officer
Type of employment: Full-time

Background on Cesvi
Cesvi is a non-governmental, international humanitarian organization working for global solidarity in 30 countries throughout the world. Cesvi has been working in Western and Eastern Libya, with support from international donors and cooperating with local counterparts, since March 2011 in the following sectors: i) Protection related issues ii) humanitarian assistance iii) civil society support iv) refugees, asylum seekers and migrants program v) capacity building
Background on the project
The project “Life Saving Assistance to refugees and asylum seekers in Libya” funded by UNHCR, intends to promote a favorable protection environment for refugees, asylum seekers and irregular migrants in both Western and Eastern Libya through protection monitoring, provision of psychosocial assistance, and management of a Social Centre. Cesvi Outreach Monitoring Officer will work, in compliance with Cesvi policies and Code of Conduct, closely with Persons of Concern, mainly refugees, asylum seekers and their families. She will be in charge of conducting monitoring visits, assessing the protection situation of refugees, asylum seekers and irregular migrants in Tripoli and surrounding areas. The Outreach Officer will also be the focal point for community events.
Specific tasks and responsibilities:
• Monitor the situation of refugees, asylum seekers and irregular migrants in Libya and provide updates on protection issues, concerns and incidents;
• Carry out home visits (and other visits out of the CDC);
• Act as focal point for outreach community events, including coordination of all social and recreational activities held in the Social Centre;
• Participate in assessments of target beneficiaries to determine protection concerns and responses;
• Carry out collection of field data and assist in the analysis and preparation of reports;
• Represent Cesvi in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
• Conduct screening and assessment of beneficiaries and develop individualized treatment and rehabilitation plans according to their needs;
• Participate in multidisciplinary teams and meetings regarding, for example, child protection, GBV and mental health;
• Maintain accurate records and prepare reports, document and share lessons learned and best practices;
• Assist in performing other tasks as requested by the Coordinators, Project Manager, or Protection Manager.

Qualifications, experience and competencies
• University Degree in Psychology, Social Sciences, Law, Development Studies or relevant fields / Academic qualifications in Administration/ Education/ Psychology/ Social Work or similar field;
• At least 2 years of progressively responsible professional experience in humanitarian aid projects, especially in monitoring or other related area;
• Previous experience in working with local civil society organizations/social services/International NGOs;
• Experience in supervising and mentoring other staff;
• Ability to work in field and on daily/weekly visits outside of the office;
• Excellent command of the English language;
• Good IT skills: Microsoft Word and Excel, Internet browsing;
• Ability to work in unstable, uncertain or potentially dangerous environments;
• Capacity to work both independently and in a team;
• Sensitivity in dealing with displaced people and strong cross-cultural communication and resilience skills
• Familiarity with emergency, protection and gender mainstreaming;
• Understanding of gender issues highly desirable;
• Accuracy in collecting and analyzing data;
• Professionalism in representing Cesvi when dealing with external actors;
• Reliability, proactivity and ability to carry out tasks independently, truthfulness and accuracy in reporting to supervisors.

Duty station: Tripoli, Libya
Duration of the contract: 5 months renewable, starting as soon as possible.
